This is exactly the same situation when stations from Republika Srpska
used X5 prefix. It did not count as separate entity, not for ex-YU,
or for Bosna and Herzegovina.

The ARRL has stated Z6 QSOs with Kosovo will not count for Serbia.

Al, your dxcc #329?  You didn't have Yugoslavia/Serbia confirmed before?
That's what Z6 will probably count for; ARRL has not added Kosovo to the
DXCC list ... unless you know something the rest of us don't :^)
