No - it is not like an FPO or APO.  You need to use 98 cents for airmail
postage to Oman.

Recent contact with Oman (A45), shows a mailing address of CPO 111 in
Oman. Does this require just a 44c stamp each for both envelopes or the
normal 98c from the US to Oman?  I believe an FPO (Fleet Post Office)
takes just the 44C but not certain on the CPO. Thanks.
