[Dx-qsl] RM9CF in 1993 ???

I hope someone on the list can help identify what country this was.  I have 
a contact in my log from 21 Feb 1993 with RM9CF, and it has always been 
shown in my log that this was Asiatic Russia.  Yesterday I uploaded my 
computer log to Clublog.  After uploading, Clublog generates a report for 
any countries in the upload that it doesn't agree with.  The Clublog report 
tells me that this should be Kyrgyzstan.
Can anyone verify that this is Kyrgyzstan?  And if it is, do you have a qsl 
card from this station, know any qsl information, or have a current callsign 
for this station?
This would be a new one here on 80 meters if it's Kyrgyzstan, so hoping I 
can track it down.
