I've given up with him. Many sent, none were ever received. ER4DX was the
same, although the latter finally coughed up his log to LoTW. 

As I've stated on this reflector many times in the past, Moldova holds the
dubious distinction (in my books, at least) as the single most difficult
entity to confirm a contact with. Not impossible but very difficult, many
requests, using many dollars and taking many years in some cases. I got
extremely lucky with 80 and 160 (ER4GB and ER4ER respectively), getting very
very fast turnarounds but my earlier attempts--and especially 30m, took
years.

I now have two non-LoTW stations for a new band on 12m (the last band/mode I
will ever need, thankfully) and I face the prospect one last time.

Fellow DX'ers, I'm curious what experience you may have had with trying to
QSL this station.
 
A couple direct cards over the years for a qso in 2006 with ER1QQ  to mgr
ER1DAF have been failures.
 
A couple of years ago, I was lucky to have a colleague from work travel to
Moldova on business.  So I prepared mailings for that ER1QQ plus two
other ER stations: an outer envelope (standard European size) that was plain
white (domestic) with a return airmail envelope inside.  I asked my
colleague to put Moldovan postage for my return sase's and mail the
three locally in Chisinau.  No dollars were enclosed, just a pure sase.
 
 Well, two of the three sase's came back quickly with no problem.  The one
that did not come back was ER1QQ.
 
Now I can buy the story about airmail being pilfered for dollars, but when a
batch of sase's are mailed domestically with no hint of foreign origin and
only one doesn't come back, I don't know what to think.
 
  Did his local post office pilfer a domestic envelope?  I doubt that, as
the only expected gain would be a low value Moldovan stamp.  Would I be
wrong to suspect that he got it but refused to reply because there were no
dollars enclosed?  His posting on QRZ.com looks more like a commercial than
a typical listing.
 
 There's knowledge on this reflector so I would like to hear your
experiences.
