[Dx-qsl] Canadian callsign prefixes

Hi!
Tom GM4FDM mentioned that the documents I referenced didn't include
what the Canadian callsign prefixes are. The Canadians have them in
another document, RIC-9 "Call Sign Policy and Special Event Prefixes":

One chart near the start of this document does not show CY9 or CY0,
since Industry Canada does not issue normal callsigns for those areas.
Another chart near the end of the document has CY9 and CY0, since
special-event calls can be issued for those areas (for a C$ 60 fee).
