I don't have an archive of previous list criteria, but at the time these were added they must have met whatever requirements existed at the time (minimal as they may have been).  The criteria were much looser in the past, of course.  In any case, once admitted, they remain unless the entity ceases to exist.

I wonder if Kosovo has ever applied for an ITU prefix block?  If ITU membership is required for this, it can be obtained with approval of 75% of the member states (no vetoes as with the UN):
