[pjd] Because either the manager in question doesn't understand or when he
took them to the post office some officious, poorly-trained clerk make up
the rules as he/she went along or was doing what the boss said to do, thus
giving the poor manager little choice in the matter.
It is for this reason that I really despise using IRCs, unless the managers
specifically say they prefer them on their QRZ.com page or if it's to
Germany or other common western European country that gets a lot of them in.
Plus, the few I *do* send out are always stamped. I won't buy unstamped
IRCs, period. Dollar bills are easier to get, easier to use in many places
and don't generally require clerks in small foreign villages to try and
understand oddball procedures or risk maybe losing the job-of-a-lifetime if
the postmaster thinks he did it wrong (yes, I actually had a QSO with a chap
who told me this story, and why his local post-office won't accept IRCs
regardless of what they're supposed to do).
