[Dx-qsl] QSL log continuation

[Tom GM4FDM]

Upload to LOTW where others can use them for DXCC.   It will cost you 
nothing and the logs will be there for posterity.
E-QSL does not count for DXCC unfortunately so it doesn't count for me 
unfortunately.
