[Dx-qsl] Fwd: postal increase

The biggest issue that US DXers need to bear in mind is the fact that 
postage for many users of domestic US QSL bureaus is increasing - especially 
for hams that have envelopes with pre-affixed postage on file at the 
bureaus.

While one ounce of QSLs (about 5 cards) will remain $0.44, it will cost 
$0.64 for two ounces of QSLs (about 14 cards), and $0.84 for three ounces of 
QSLs (about 23 cards).  In other words the "additional" ounce rate went from 
$0.17 for each additional ounce to $0.20 for each additional ounce - up to a 
maximum 3.5 ounces (the 2008 rule on "large" envelopes)...
