[Dx-qsl] 2011 DXCC application

As I said up-thread, it was one of the assistants who processed it and I
think she was relatively new (I don't recall seeing her on previous visits),
so she may not have had the information at her disposal. I'm sure it will
soon be sorted out; I'm not worried in the slightest, even if it means a
couple of months' delay for the paperwork to get sent it. He's physically
there, he's authorized to be there so that's all that counts.
