The bottom line on this is:

If your in the US and sending to US manager, be sure to have new rate on your sase or better yet use FOREVER stamp. 

If outside US using US manager, a single green stamp doesn't work any longer.  Use IRC or send more than $1 with your sae.

And it wouldn't hurt to send your friendly neighborhood manager a little extra to cover what others do not.
