[Dx-qsl] A few updates to the GS IRC chart

The economy has taken it's toll on many countries postal services.
Please take a look.
While I used to feel that GS were more economical.
It's beginning to look like IRC's are cost effective once again.

I'm sure it won't be long before postal services will realize this and 
lower the value of IRC's resulting in more needed to cover International 
postage.

I really like to take info from actual citizens living in the countries 
they are reporting on.
3rd party data tends to suffer in translation.
