It's bad enough for this kind of thing to happen with day-to-day stuff but
for a major DXpedition to a rare entity? Did they receive funding from YASME
or the NCDXF?

I agree with you, its NOT my practice to do such things.
but it seems a FEW of the Spanish QSL managers all have the same rules !
I shall stay with the time Honored method, THIS,........ is a HOBBY !
