Yes, I am aware of that, I have been on around 10.  I was in Senegal 
this year and was in Benin 2 years ago, so I know the approximate costs 
involved in a 2 week stay.   My point is simple that putting the logs 
onto LOTW MAKES NO DIFFERENCE
TO THE NUMBER OF DIRECT CARD REQUESTS......

So it is blackmail to seek more dollars to put QSOs into LOTW
under the threat of holding them back indefinitely.
