[Dx-qsl] no qsl's

I'm a good friend of the gent who handles the letter Z at the Second
District incoming bureau and I will pass him the message.

Please note that the volume of incoming cards has been quite low this year.
I'm the letter-O manager and I didn't have enough to warrant a mass mailing
for about 3 months.
