[Dx-qsl] Route for W2JP/KH2???

This is another example of a foreign national obtaining a U.S. FCC 
license to get around a 3rd country's reciprocal licensing rules. I'm 
sure W2JP and JH1WOW are the same person. Anyone, anyplace, in the world 
can get an American license regardless of their citizenship or status. 
All they need is an American address for the one time use of having the 
license mailed to them. It could be a friend, PO Box, Mail Box Etc/UPS 
store type address, it doesn't matter. Just take a look at the addresses 
for most KH2 and KH0 licenses and you will find Filipino and Japanese 
sounding names using a PO Box or Mail Box Etc/UPS store address or a 
club address that provides a forwarding service. I personally know of 
Filipinos obtaining a U.S. Extra Class license without ever taking a 
test of any kind. Their fellow Filipino U.S. Extra Class licensee 
friends or club members in the Philippines fill out the VE paperwork and 
have the license sent to an address in Saipan or Guam. Now someone who 
because of strict visa rules will never be able to visit the U.S.A. and 
use that license now holds a highly desired 2 by 1 U.S. call. Because of 
this American citizens moving to Guam or Saipan cannot obtain a desired 
2 by 1 callsign because they are all taken by foreigners. There are up 
to 20 or 30 licensees using the same mailing address. When I lived in 
the Philippines KH2D and I did a survey and sent the results to the FCC. 
The FCC never followed up. Just ask the KH2 and KH0 QSL Buro people 
about how many QSL's they receive that can't be delivered because the 
call belongs to JA's who just go there to contest. But at least the JA 
ops make use of the calls, for the Filipinos the call most likely will 
never be heard on the airways.
