I have had the USPS return a few envelopes destined for outside the U.S. and
the address  was a valid address. I have dropped them right back in the mail
with a new stamp and they went through OK. The only thing I can think of why
they were returned is that the postal code/city code for the foreign address
resembles a US ZIP code the automated sorters kicked it out as not being a
valid US address for what ever reason. Just a thought.

Maybe some of the other guys have some insight on this.
