Unfortunately you wont be exchanging them in the USA so US rules "need not"
apply.
These problems have been discussed many times on the reflector. UPU or Local
Rules are quoted which don't always apply in foreign lands, although they
should of course be universal.
Many foreign Postal Authorities seem to make their own rules up, and they're
often interpreted differently from one PO clerk to another!
Traditionally in the past, they all had to be stamped and many foreign
clerks will consider that nothing's changed!
If the DX station hits this problem...hey-ho no QSL!
Personally, I wouldn't use them because it's just throwing another possible
handicap into the already tricky enough QSLing game. I'd just take 'em back
to the PO and ask very nicely that whatever the rules say I would like them
stamped, quoting the reason above. After all it don't cost the PO anything.
Just my take on the matter ;-))
