you are absoulutly correct! And: it's just a hobby, 
and you don't have to pay MY postage.
I want a card. So I will send registered to make
sure that my letter will reach you - no problem for
me.

It is not your hand, if there are other people who stole
the return postage and that some letters have not
reached you - just my 2 cent. I know that there are
mail problems in some countries. So I write to you
on my own risk. I don't have to send you a card to
get something confirmed - but I want. It's my hobby :-)

It is always the same game. And any discussion
will not solve the problem.

I got a reply from you in earlier days. So I know you
reply to the QSLs you receive.

As personal norm, I have been sending QSL again for the ones that complain that you/they didn't receive.  
I never saw any manager make that.  
I have some stations that I worked and I already ordered many US$ and I didn't get to confirm.  
I cannot affirm that the manager is US$ collector. But the problem certainly is in thieves for the road. 
Here and in many places.  
I cannot trust in the one that Sr All says because he began collecting a QSL saying that there was I paid by OQSLR - and it was lie.  
When I asked for the confirmation, he affirmed that didn't have and only then made the request through OQSLR.   
I confirmed the reception and the QSL reply. Now he says that it didn't receive. 
Me no longer I can trust.  
The email before told that history.
  
In any way that he paid it will be returned.  
  
In your case, you doesn't need to order me new QSL or payment. Please confirms the QSOs data, your address and I will have a big pleasure to confirm QSOs, without expenses for you.  
I have been making that always.

Got an answer from PY7ZY for a hearing in 1999 (PY7ZY) and 2002 (ZX7XX).
I send PX8J together with PX8L (SA-016)

I do NOT think that Xavier is a $-Collector. Mail thiefs are anywhere.

Hello All,
 have talked to Xavier about those missed QSLs and He wrote me saying 
hat already told to Mr. Al (W3AWU) that He has sent you a new QSL again 
ast November 30th. Also he did not receive any QSL for EU7SA and DO1DXX 
DE1DXX - SWL).
Xavier is great DXer and if you guys have any complains, you can talk 
irectly to him, He always replies emails.
