Then there is the Priority Mail option.  The D manager at the 8th call area
bureau sends my cards a couple times a year in a small flat rate box for
$4.85 - much less than the equivalent mailing envelopes.
And for outgoing QSL's I usually send the DL and JA cards in an
International Priority Mail envelope for about $11 - much less than the ARRL
outgoing bureau - but you do have to keep the thickness under 1/4 inch!
