Thanks to Scott and Guillermo for the responses.  Thanks for the link, Scott - that reminded me of the 3.5 oz rate.

I am not here to debate the policies of the 6th area buro.  I am merely trying to provide
them a tool if they choose to use it.  I think my friends shipment was wisely spilt because
8 oz of cards would be close to bursting the seams of a #35 envelope.  A 6 X 9 is not an
option in the 6th area.

Non machine charge does not apply here because I am already accounting for the 1/4
inch thickness because it already bumps  the shipment into the Package category.

Here is my revised table for US buros that ship in a smaller envelope in a single stack:

Weight                  Postage                 Type
-------------------------------------------------------------------
 1
 oz                      $0.44                  Letter
 2
oz                      $0.61                  Letter
 3
oz
 $0.78                  Letter
 3.5 oz                   $0.95                  Letter
 4 oz
$1.39                  Letter at Large Envelope Rate (max 1/4 thickness)
 5
oz                      $1.90                  Package
 6
oz                      $2.07                  Package
 7
 oz                      $2.24                  Package
 8
oz                      $2.41                  Package
