I send direct to V51AS recently (in the last 2-3 months) and received my cards

But cards are now sent to his German mail-drop address so doesn't that rule 
out the mail theft excuse? 

Frank does have a reputation for sending batches of cards to one Dxer in a 
country expecting that guy to distibute in-country freely for him. That's 
how I finally got mine even tho' I'd sent more than sufficient dosh for 
direct return. Fortunately the "distributor" kindly forwarded mine direct at 
his expense (reinbursed of course) but some would probably just have dropped 
it in their next bureau batch, if at all ;-( Maybe that's the route yours 
took Wim?

Same thing happened to me several years ago. I smelled a rat at first but 
then learned that V51AS has a widely known problem with mail theft, so when 
he receives QSLs minus their GS he has no choice but to respond via buro.
