They don't make them easy to find, but the most relevant one is 
currently US Postal Bulletin PR 22267, September 10, 2009, from
http://www.usps.com/cpim/ftp/bulletin/2009/pb22267/pdf/pb22267.pdf

Pages 11 and 12 describe how the local PO obtains IRCs through their 
normal supply channels and how they dispose of any old ones they have left.
