That could just be a lazy supervisor telling you that.  IRCs are no 
more trouble to stock than postage stamps.  The just need to know the 
"part number" to order and that seems to take more initiative than 
some of these folks have.  That's why I take copies of the Postal 
Bulletins with me that tell them exactly how to order them and who from.
