No, that's like writing "via USA" for mail to Alaska and Hawaii.
Write the person's name and street address or PO Box (AP in Spain, Apartado Postal), then E-##### where ##### is the postal code, followed by the city, then SPAIN as the final line, no "via". The "E" is obviously España for EU postal routing.
For example, my buddy EA9IE would be:
Juan José Rosales
AP 410
E-51080 Ceuta
SPAIN
Many of the online callbooks throw in a dxcc country name which doesn't go in a postal address. Writing "Ceuta & Melilla" would confuse the post office (goes to which of the two cities?) but the zip code would ensure proper final routing.
