Why not?  I have sent cards myself to various US buros from time to time
for my DXpeditions.  I've also sent them for home QSOs having US managers
when I have three of them for the same one and "23" total buro cards to
send outgoing.  I have sometimes sent them to the overseas buros also, as
listed on the IARU website.

Seems to work fine.  As long as someone involved in the QSO is DX, the
card seems to get taken.  Just remember that KH6/Wo0Z or Wo0Z/3 still goes
to the "zero" buro and all will be well.
