The ARRL outgoing buro is *not* for cards to be delivered within the 48
US states.  In addition to ARRL membership fee, there is also a small
fee for sending cards.

If I will become a member of ARRL as my US call sign, WS2Y, with the
US$39 per year fee, can I send the outgoing QSL cards to USA as well as
the other countries for JI1FGX/DU9?
