[Dx-qsl] ARRL Outgoin BURO for QSL managers

Please allow me to ask you a very primitive question about the ARRL 
outgoing QSL BURO.

I am a QSL manager for JI1FGX/DU9.

If I will become a member of ARRL as my US call sign, WS2Y, with the US$39 
per year
fee, can I send the outgoing QSL cards to USA as well as the other countries for
JI1FGX/DU9?
