I beg to differ.

Postal bulletin # 22267 (
www.usps.com/cpim/ftp/bulletin/2009/pb22267/pdf/pb22267.pdf) dated
September 10, 2009 on pages 11 and 12 does NOT say anything about returning
the IRC to the PO where they were originally bought.

I made a copy of those 2 pages and brought them to my PO. The clerk read
them and agreed that she needed to buy my US-bought IRC at their face value
minus one cent. I had a TON of them and all were exchanged with US stamps.
