This issue comes up at least annually.  Usually it's associated with  
the story that you can't send Green Stamps to India.

As VU2GSM stated, they can't cash IRCs - so don't send them! They do  
have laws against accumulating US dollars, but the government is not  
going to prosecute someone for having two $1 bills which they didn't  
solicit! My experience is that Indian hams LOVE dollar bills. They  
don't accumulate them - They turn them around for their own QSLing.
