Lets be clear about a few things:
IRCs are exchangeable till the end of the year. If you send them for postage in a mailing in late December, you're asking for trouble. But any QSL manager worth their salt should be positioined to take the 2009 IRCs as stamp equivalents as long as they arrive in their mailbox before, say the last week or two of the year (remember, some folks travel far from their mailbox the last week or two of the year, something called holidaze!).
That being said, new ones would be handier for the QSL manager, making his/her life easier, as you don't have to scramble to the post office on 12/31, and more importantly, allowing them to sell them on the 'recycle market' and getting a few more for their QSL fund.
Finally, in the US, as I recall, last time these things expired, we were able to exchange for a bit after the first of the year (in my area, it was until the postmaster sent in his IRCs on 1/31. BUt, may have been a favour.
I recall the last time, 2300 IRCs at the post office last working day of the year. Or, described fully in my new book, how to tick off your post office and make mortal enemies (JUST KIDDING)

Remember guys that the current 2009 issue IRCs expire on 31 Dec 2009.
It's been said that new issues will begin to appear around July this year.
Once they're on general sale, what's the betting that DX stations and QSL
managers will start demanding only the new issues and rubbishing the current
because they don't want to be stuck with invalids a few months downsteam.
Suggest you only buy sufficient current IRCs that you know you can use
within the next couple of months.
