I believe that EU buros return cards generally when it is destined for someone who is not a member of their Radio Society/Union e.g. DARC and although I have received cards back for that reason, I can't remember one coming back as the result of being directed to the wrong QSL manager, which was in my reading, the gist of Fred's commentary.
For that matter I can't remember anyone besides Fred(and Nenad) who has gone to the effort(individual email notification or bulk notification notwithstanding) to assist those sending cards to the 3rd call area buro(or Canadian) of a possible issue before possibly sending a card in error.
As for the cards already received, Fred's area of responsibility is only that of "incoming" QSL's. Asking him to separate out the cards that are misdirected and then send them back to ARRL for delivery back to the sender would only add to the time and expense that he already incurs by assisting all of us.
Finally, although I'm sympathetic to those who have sent cards via the wrong buro, manager, etc.(been there done that) ultimatley its my responsibility to verify where the card should be sent in the first place.

Just a suggestion, instead of tossing undeliverable cards in trash,
why not stamp them "return to sender" as undeliverable, like the EU buro
does???
