Just a suggestion...

Maybe he should compile all of these together and send it out to various
DX newsletters (425, OPDX etc).  I recommend leaving the NOT W3XYZ off, so that search engines dont put the incorrect call together with the callsign. Just make a general comment at the top that the following do not have W3
QSL managers.

Maybe the ARRL home page would publish it as well?  You could try.
