[Dx-qsl] WP3F

This Bureau continues to receive a number of QSLs for WP3F.  This is a
reminder that this Bureau does not handle cards for stations with KP3,
NP3 and WP3 prefixes unless they happen to have a manager in the USA
third call area. Puerto Rico has its own Bureau.

In addition, WP3F (who has changed his call to KP4EE) has a QSL
Manager, OK1DOT.   So we forward these cards to the Czech Bureau.
