[Dx-qsl] Z31VJ

This Bureau is receiving cards saying "Z31VJ via N3SL".  While Z31VJ's
QRZ.com listing does say "via N3SL" (as well as "only via W3HC" --
confusing!), N3SL's own listing does NOT include Z31VJ among the calls
he manages.  So we forward these cards to the Z3 Bureau.  As I said in
an earlier message, W3HC no longer serves as QSL Manager for any
station.
