W3WN apparently received some flak for responding to W2AY's
recent post concerning KL7WA.
First thing that comes to my mind is why post something to an
address that KL7WA says not to use? Is not too hard to find
where cards should be sent. W2AY's experience is a reminder
to us all to make sure to use the right route. I think it safe to
say nowadays that one can presume the route will not necessarily
be "home call".
The second thing that comes to mind & is relevant I would think
to this group is the potential for DX we work to not count
(if a card is sought, presumably it will be used for something,
would not be helpful if for some reason the operation was
deemed not to count for some reason).
Licensing agreements are made by countries for people of that
country, not others. Russia & France (along with its bits like
FM) are in CEPT, USA is not; France has implemented CEPT
licensing for amateurs, so has USA, Russia has not. Would
need to look further to understand if folks who are not citizens
or permanent residents of the place that issued the licence being
used to obtain a CEPT licence elsewhere was intended under
T/R 61-01.
This is something we think about here in VR, as we used to be
covered by one country with plenty of agreements & now we are
part of one with few (if any). Many retain nationality of the
former sovereign & others can never obtain that of the current
one. Personally I can very much relate to the challenges
travelling Russians may have operating abroad, but I think it
fair to say we all hope those that do are properly licensed &
that all administrations abide by the agreements they have made.
