Already I'm getting private flames on this. Including one telling me to
MYOFB.
I simply don't believe that THIS forum, which is SUPPOSED to concentrate on
QSL'ing issues, is the proper place to debate the propriety of how certain
people are obtaining certain calls -- specifically, beyond whether or not
they keep their addresses up to date.
That, however, is merely my opinion as a member of this group. Do as you
wish.
Sheesh.

Here's a "best guess" as to what happened:
Assuming that they are the same person, UT5UGR passed his FCC exams, and
used that PO Box as his Official Mailing Address at some point in the
process of him obtaining KL7WA.
So, why did the mail get returned? Maybe the person who "owns" the box
doesn't wish to forward his mail any longer. Maybe the rental on the box
went unpaid, and it was eventually closed -- and all mail returned.
If and when the FCC has to send him official correspondence, and it is
returned, they may start proceedings to revoke his license for being in
violation of applicable Part 97 rules. (Which will be his problem)
This sounds a great deal like the kvetching that KH2D used to do (back when
he was still on Guam, before he moved to Florida) about many JA hams who
used PO Boxes or other addresses (such as KG6DX's) on Guam & Saipan to
obtain 2x1 call signs from those two territories.
It's been a long standing concern or problem. But, with all due respect to
everyone on THIS list, this reflector may not be the appropriate place to
further discuss the matter.

Can someone shed some light on this.
KL7WA has an address ( shown on the FCC database ) to be in
Buffalo, N.Y.
Yet mail sent to that P.O., Box address is returned .
Recently appeared in QRZ.com qsl to UT5UGR... who
coincidentally is the same
person .. Smells of something wrong If this station
did something wrong, why should the FCC contact him in another
country to let him know ??
