[Dx-qsl] VP8/LZ1UQ

I am also wondering about the VP8/ and whether this operation is 
accepted for DXCC credit.

I have not been able to get a card yet. It is said he is a good 
QSLer but there are mail problems. Last I heard, registered mail was 
recommended. I have sent twice but have not tried registered. The 
clerk at my tiny local PO will probably have to look up how to do it.
