Do you send Ralph's QSLs to QRZ address, which is 
in a way in your immediate neighborhood, or
you hand them off  to Ralph hand-in-hand?

I have a pile of his cards in the bureau, and 
I am just about to decide which way to send.

You can QSL to him via the ARRL Third Call Area QSL Bureau.  We do
deliver the cards to him. Whether he answers them is not within our
power to know.
