As far as bureaux are concerned, there are: 

- Active (means Rx AND Tx on regular basis)
- Ocasionally active (Rx and sometimes send something)
- Receive only (the Association does not have funds
  usually because of low membership)
- Closed (Cards sent are  being returned).

As far as  no bureau response from DX/manager
individual is concerned, here are some reasons:

- Indivudal not claiming cards from the bureau
- Indivudal claiming bureau cards, but not responding 
- In some countires association charges incoming cards
  (over and above domestic delivery postal expenses)
- Individuals underestimate the size/price of a job
  either for themselves, or their QSL clients.
  This results in huge unmanagible backlog.
- Almost all associations charge their members for 
  outgoing cards, unless included in membership
- Indivdual is not member of any association
- Individual's health deteriorating. 


Put together all of the above results in return 
ratio of 35%-40% over the period 3-4 years after 
the QSO, assuming you have sent cards for all QSOs 
in your log.

P.S. There is a 'new' phenomenon. Using big hamfests 
     as 'personal delivery' method. This turned out
     to be very bad approach, resulting in lost or 
     midirected parcels.

I have thought about a list for a long time.  I presume you are
referring to list of stations who do not reply to direct requests.
Bureau requests are a different situation.  One has to be careful how
the list is constructed.  What may be a 'black hole' for one person may
not be for another.  There are many factors and circumstances to
consider.  Mail theft, change in the operators mental or physical
health, change in the operators financial situation, outright pocketing
of the return support, travel,  QSLer not following the stations QSL
instructions, i.e. manager, return support required and so on.

There are some that are confirmed scoundrels that have no intention of
ever replying to QSL requests and just pocket the return support.  Or
those who reply to a select few requests to give the impression that
they do QSL, and for you to try again so they can pocket more of your
funds.  There are scams out there.

The best thing may be to just post a question about the RECENT QSLing
practices of the station in question and evaluate the replies.  Try
emailing the operator or manager.  If he replies then there is an
improved possibility that he will QSL, but not guaranteed.  If he
doesn't reply, then there is a much reduced chance of a QSL.

Maybe it would be preferred to make a list of stations that includes
both those that don't QSL (scoundrels) and those who QSL with difficulty
to cover extenuating circumstances.
