[Dx-qsl] DXCC wait time

My application was received by arrl on the 20th, my first mailing from 
them was lost. I contacted 860)594-0269 and ask for Sharon and she got 
things going again and I now have all stuff due (336) and 5bdxcc. They 
were running about 8 weeks behind
