Hi Al, 

Thanks for your e-mail and suggestions. We are on the same path. I visited the West Chester, Pennsylvania Post Office this afternoon.?

After my visit to the Post Office,?I sent the e-mail to the the DX-QSL reflector.? The supervisor at West Chester has been very helpful in the past and helps keep IRCs available for me.

In this case, she suggested that I bring this to the US Postal Inspectors.? 

Just to clarify, my outgoing QSLs are being received at the distant locations with GS or IRCs plus SAE undisturbed.? 

Somehow, the QSL cards are being pilfered / destroyed?on the return trip and I have no idea why this would happen.? LoTW is looking?better to me each day but I really do enjoy
receiving the QSL cards.
?
I took the suggestion and reported the problem to the US Postal Inspectors.? 

The following sentence appears on that Website - "...U.S. Postal Inspectors base their investigations on the number, substance, and pattern of complaints received from the public..."
?
I'll see if anything happens but I am not holdong my breath.

Russ, YES! it is with the postal system.  I have had numerous problems in
past and have even complained to us postal inspectors. Yawn!
There is no accountability from top to bottom - nor do they care even
when you bring the evidence such as an opened/pilfered registetred
airmal envelope delivered to a ham in Brazil who emailed me that he rcvd
the envelope "opened, contents removed". I took it to postal
inspectors and they said they wouldnt be able to find who it was - BS I
sat!  registerd mail has to be signed for at each post office.
seems to me it could be found. For starters, you might want to go to the
supervisor of your local PO and bring your emails and explain that you
are not receiving mail and suspect something is going on -  if things
dont get better, then its time to go to your main PO and complain.  gl 73
