I got several responses for which I thank all of you.  Two of them 
contained updated address that I had not used before.  There is a 
good chance QRZ.com does not contain the current address and that the 
one with the best chance for success is:

TT8PK Via F4EGS: Philippe Koch, 14 rue du 8 Mai 1945, 37320 Evres, 
FRANCE (with SAE and USD)

Other comments were that Phil travels a lot making QSL returns spotty 
sometimes and not all of his operations manage to get fully 
documented with the DXCC desk.  Also, one responder said he had good 
luck with the Buro after waiting a few years.

With those valuable notes, I've got a lot more ammunition to continue 
sending more cards.

I shall report back what I find to be successful.
