[Dx-qsl] OY3JE via LoTW

Received LoTW credit for OY3JE less than 90 minutes after the QSO for a new
one on 80m-and I'd just gotten OY confirmed on 160 less than 12 hours
previous via the post. Now, if we could just get a little propagation
between W2 and OY on 12 meters one of these days..
