[Dx-qsl] Empty envelope from W3 buro

No problem Fred. Let me say that I appreciate the excellent service you and your fellow volunteers at the bureau provide.  Just one of those freak occurrences that happen every now and then. 
 
I should mention that the empty enveloped appeared to lack the extra strip of tape that all the other envelopes are sealed with. Might have been the deciding factor.
