Could be. This is also a consequence of the new postal rates. Becaue there
are significant surcharges on "rigid" objects, the USPS has instituted these
charges to cover things lilke paper clips, binder clips, and those clasps
that seal 5" x 7" and 6" x 9" envelopes. Many bureaus remove these clasps
so as to avoid the surcharge (a savings to the bureau user). Unfortunately,
the loss of the clasp reduces the security sealing of the envelope to simply
the glue on the envelope. Some envelopes are rather "vintage" and it does
not take much to break the seal on the envelope.
