[Dx-qsl] Bureau cards

Been there done that! Don't know why they don't TAPE the envelope closed 
sort of a double check.
I never was able to get the cards at PO from either side.
I waited to see what stations failed to come, kinda narrowed what was 
missing, took some time, then I QSL direct for fear that  the DX station 
wouldn't sent a second request.
