      I believe you will find that this was recently changed.  I 
can't lay my hands on the bulletin right now, but I am 95% sure this 
rule was rescinded in the last year.

     It was, as you say, a big "NONO", but apparently deemed 
unenforceable.  I stand to be corrected on this as I can't find the 
announcement, but I'm pretty sure I recall it being made.
