I have no problem with cards from Victor UA4RC.

In Russia, always good results for direct cards sent to UA4 and UA9 - 
no reply for direct cards sent to UA3 or UA6 lands.

For bureau cards - many replies from UA1, UA3 and UA6 lands, but no 
replies (in 4 years) from UA2 and UA9.

We all have different experiences!
