I don't know what to tell you John.
I've QSL'd Olli direct several times over the last two years for various
operations of his, as I was trying to complete my confirmed 30 M/CW DXCC.
Not only did I receive cards back for every one requested, and in my
envelopes, but duplicates of several have also come via the buro of late.
If there is a problem -- and maybe I've just been lucky -- it's with the
route, not the recipient, IMHO.

Subject: [Dx-qsl] QSL Rcvd: 3DA0ZO
There has been speculation that mail sent to 3DA0ZO's manager OH0XX at
his current address in Panama may be unreliable. My experience seems to
confirm this.
I sent for a card for this November 2007 QSO twice, once in November
2007 and again in June 2008. On both occasions I sent one new IRC. A few
weeks ago I sent an email to OH0XX asking if he had received either of
my QSL requests.
I never received a reply to my email, but a few days ago I received the
QSL. The fact that it came in an envelope supplied by OH0XX rather than
in one of my SAEs suggests that he probably didn't receive either of the
letters I sent him.
